Contactless Shredding Day to be held on Saturday, April 16, 2022


Nutley Public Works’ Commissioner Dr. Joseph Scarpelli announced that the Department of Public Works will be conducting “Shredding Day” on Saturday, April 16, 2022.  This event will allow residents to safely - destroy sensitive material while also recycling.  Cars will enter Municipal Parking Lot 7 behind Bella Luce and proceed to Parking Lot 9 next to Ciccolini’s between the hours of 10am to 2pm or until the trucks are full.

Residents will be required to stay in their car and open their trunk or truck bed to allow staff access to their documents.  Residents will be limited to 5 boxes or bags for shredding.

“In light of the COVID-19 pandemic we are making this year’s Shredding Day contactless.  I am asking residents to cooperate by utilizing a Stop, Drop, and Go method. This is a safe way of disposing old tax returns, checks, and other private documents in a secure manner, while maintaining social distancing,” said Commissioner. Scarpelli.

The State of New Jersey Department of Transportation will be resurfacing Kingsland Street (State Route 7) in Nutley from Passaic Avenue to Orange Street on or about Thursday April 14th starting at 8:00 PM and continuing through the overnight and Friday April 15th starting at 8:00 PM and continuing through the overnight.  Please note that this work is weather dependent.  Residents should expect roadway closures, detours, and plan alternate travel routes during the resurfacing process.

Nutley DPW Prepares for Harsh Winter


With almost 200 lane miles of public roads in Nutley, the Township’s Department of Public Works (DPW) takes snow removal seriously. Long known for its ability to get the Township’s roads clear in record time, Commissioner Dr. Joseph Scarpelli says their success is due to strategy, teamwork and dedication.

“We thoroughly plan ahead for winter weather, and continuously work to improve our snow removal operations, with the understanding that every snow event is different and procedures may change based on the nature of each storm,” he says. “When it snows, we work around the clock to keep our roadways clear for residents, local businesses, and first responders. We take pride in our responsibility and are committed to doing an excellent job in the face of changing and often challenging weather conditions.”

Well before the first snowflake hits the ground, the DPW is busy behind the scenes working months in advance preparing equipment and training and retraining crews and their supervisors.

A frequent question the Commissioner hears is: “Why hasn’t my street been plowed yet?” Scarpelli explains the Township’s policy. “Not all roads can be plowed at once, which is why we prioritize the streets in Nutley’s entire road network to ensure safe travel conditions as quickly as possible.” The different categories of road priorities are:

  • Primary Roads: Major roadways that provide for high traffic volumes over medium to long distances. These are also the most important roads for first responders, who need to get to homes quickly. It also allows every resident to only travel a couple of blocks in order to find a clear street during the height of a storm. 
  • Secondary Roads: Collectors that distribute traffic between major and local roads, serve as main connectors to primary roads. 
  • Tertiary Roads: Local roads, dead ends and cul-de-sacs.
  • Municipal Parking Lots

“We organize the town into 20 sub-areas,” Scarpelli explains. “No neighborhood is assigned to be last. Plowing equipment is assigned to each of these sub-areas at the start of the plowing shift, and crews all begin their plowing duties at the same time.”

As the Nutley DPW gears up for an expected harsh winter, Commissioner Scarpelli is confident the DPW is up to the task of maintaining the well-earned reputation. 

“The men and women of the DPW take extreme pride in their work and do an outstanding job,” he says. “Many times working through the night, to assure Nutley roads are safe. It is gratifying to hear from our residents that travel outside our borders that there is a stark difference between our roads and the surrounding communities. Those comments are very much appreciated by myself and the entire department.”

PSE&G Road Construction Notification (May 10, 2019 thru June 2019)


Mayor Dr. Joseph P. Scarpelli, would like to notify residents of PSE&G’s upcoming roadway work that may impact Township residents.  This notification is in an effort to inform residents of the scheduled work so that alternate routes can be planned if needed and to maintain a level of safety within the community.

Starting Friday, May 10, 2019 and continuing through June 2019, PSE&G will be milling, paving and re-striping where applicable the roadways affected by their gas main/meter upgrade project.  Phase 1 of this work will primarily occur in the section of Nutley between and including Harrison Street, East Passaic Avenue, Bloomfield Avenue and Centre Street.  All roadways within this area will be affected at some point in time during the construction period specified above.

Co-Mingled Recycling Pick Up Changes - Effective Week of January 29, 2018


Mayor Joseph Scarpelli, Director of the Department of Public Works, announced that starting the week of January 29, 2018, Co-Mingled Recycling material (cans/plastic/glass) will be picked up by F. Basso, Jr. Rubbish Removal Inc. for the Township of Nutley.  Paper and cardboard recycling material will continue to be collected by the Township Department of Public Works. 

“In an effort to become more cost efficient and reduce manpower we are outsourcing one-half of our recycling pick-up,” said Mayor Scarpelli.  “This change should be seamless to our residents, except I am asking everyone to have their recycling curbside before 6am on the collection day.”

Privatizing a portion of the recycling will result in a decrease in the 2018 DPW budget without affecting services.  Manpower will be reduced by a combination of retirements, a transfer, people who have separated from employment, and layoffs.

“I am constantly working to see how we can implement cost-savings for our residents without affecting services.  There will be more changes in the future as the Township transitions from Roche’s departure to the full re-development of the ON3 campus,” concluded Dr. Scarpelli.

Beginning on or about August 7, 2017 and continuing through the end of year, PSE&G will be replacing gas mains throughout the Township of Nutley. Important DPW Recycling Notice for Tuesday, January 24, 2017


Nutley DPW is requesting that all residents with Recycling on Tuesday to not put out their recycling until Tuesday morning.

With the storm and high winds that is expected to hit our area Monday afternoon and night, barrels and recyclables will be blown over. Please do not place Recycling curbside until Tuesday morning.

DPW Christmas Tree Recycling - January 3-13, 2017


Mayor  Dr. Joseph P. Scarpelli announces that Christmas Tree Recycling will take place from January 3, 2017 through January 13, 2017.

Residents with real Christmas trees may leave them at curbside for pickup by the DPW during this time period.  Trees must be free of ornaments and stands and cannot be bagged.
