SNOW EMERGENCY ORDINANCE INFORMATION

228-9 Parking during snow emergencies.

A. Prohibition

 (1) Whenever snow has fallen and the accumulation is such that it covers the streets or highways, an emergency shall exist and no vehicle shall be parked on the streets or highways or portions thereof indicated:  All streets, both sides, Entire length.

(2) The above parking prohibitions shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.

B. Any unoccupied vehicle parked or standing in violation shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.

HANDICAP PARKING

During a Snow Emergency, no parking rules also apply to those displaying a Handicap Placard. Handicap Parking is not exempt from these rules and must be removed from Township roadways.

OFF STREET PARKING AVAILABILITY

The Municipal Parking lot #8 located Williams Street (north side of the street) can be used for parking until 730 AM Monday. 32 spaces are available in this lot.

Also, parking is available in the Township Lot on the South Side of Park Avenue at Msgr. Owens Park. The parking lot on Hancox Avenue at the Little League field is available for use.

Please be available to remove your vehicle by 7:30am Monday so the lots can be cleared of snow. Please park in the spaces not reserved for permit parking. No fee will be charged during the times stated above.

SNOW PLOWING OF ROADWAYS

To aid the Public Works Department in clearing the streets, do not throw snow back into the street. Do not plow snow or clear snow from vehicles onto the roadway. This will be strictly enforced.

Snow Plowing Operations may cause snow to be pushed and cover the apron of your driveway. Clearing the apron of your driveway is the responsibility of the property owner.  Any person(s) harassing any Township Employee will be charged with Harassment. If temperatures drop into the single digits, the effectiveness of road salt to clear ice and snow from roadways becomes limited.

SNOW REMOVAL FROM SIDEWALKS

All property owners are required to clear snow from sidewalks within 36 hours of the end of the snow event. When possible use grassy areas to pile snow. Property owners who live on corners are responsible to clear the ramp from the sidewalk to the street to allow safe access when crossing the street.

ICING

With the changing temperatures, please be mindful for icing conditions.

FIRE HYDRANTS

Do not bury fire hydrants with snow. Those caught burying fire hydrants will be fined. It is ask that you assist Emergency Responders and clear snow away from the fire hydrant.

HELP YOUR NEIGHBORS

Please assist your neighbors by checking on the elderly or those in need. Help to keep exit doors from homes clear. With the expected wind, snow drift may pile up blocking the means of entrance or exit from a structure. Any elderly or disabled person(s) requiring assistance with snow removal should call the Nutley Police Department at (973) 284-4940.

FURNACE, HOT WATER HEATERS AND DRYER VENTS

With the amount of snow and the drifting of snow, be sure that all vents are cleared of snow. A blocked vent will cause carbon monoxide to fill the structure causing serious injury or death. If you are not sure about the conditions of these vents, you can call the Fire Department for assistance. (973) 284-4940

POWER OUTAGES

In the event of a Power Outage, please notify PSEG directly. PSEG needs your account number to track outages and locations requiring restoration of power.

If you utilize a portable generator, the equipment should be used outside of your home or building and kept at least 20 feet away. These machines pose a fire hazard because of the fuels used to run them. They also can cause a carbon monoxide issue when used inside or too close to structures leading to possible death or serious injury.

STORAGE OF POWER EQUIPMENT

Gasoline powered equipment such as a snow blower or generator should never be re-filled with fuel within a structure as conditions can cause an explosion. Do not store open containers of fuel inside structures.

SLEIGH RIDING

Please educate children on sleigh riding safety to help prevent injuries.
