Step 1: Applicant must visit the following website: https://www.njportal.com/NJSP/ConcealedCarry/
If prompted by the online portal, applicant may be required to be fingerprinted.
Step 2: The below elements are required to be hand delivered to the Nutley Police Department by the applicant in person AFTER the completion of the online portion within the NJSP portal.
Note: The processing of applications does not begin until all elements of the application process have been completed. Please do not contact the Nutley Police Department Firearms Unit to check on the status of an application.
As of September 15, 2023, live-range training (Civilian Carry Assessment and Range Evaluation (CCARE) Protocol) is replacing Permit to Carry Safe Handling and Proficiency Qualification Protocol (HQC2-modified) issued on July 21, 2023. CCARE is now the required range component pursuant to N.J.S.A. 2C:58-4(g).
Individuals who completed firearms training prior to July 21, 2023 and whose permit to carry does not expire until after December 22, 2023 must requalify on the CCARE protocol or the HQC2-modified protocol issued on July 21, 2023 (click here for associated Attorney General Memo). Failure to comply with the requirements set forth in the referenced AG Memo before December 31, 2023 will render the applicable individual’s permit-to-carry invalid. It is the responsibility of the permit to carry holder to submit the updated paperwork to the police department.
Permit To Carry a Handgun Holders who are qualifying in accordance with the requirements set forth in CCARE shall submit proof of qualification on the S.P 182 “New Jersey Permit To Carry Safe Handling and Proficiency in the Use Of Handguns Certification”.
